統帥権と統治権
「明治憲法下の統帥権」の続編。
万が一、統治権と統帥権が明治憲法上、別に解釈されるとしても、第五十五条における、国務大臣の天皇輔弼条項には、「統帥」と「統治」の区別がないので、いずれにせよ、統帥事項であっても、国務大臣の輔弼・副署が必要となることには変わりはない。
